摘  要:政协主导的基层协商民主制度是基层治理的重点。当前政协在制度执行过程中存在不同程度的选择性执行、替代性执行、形式性执行和间歇性执行等问题,降低了制度的权威性及政协的公信力,难以实现制度目标。究其原因,主要在于制度设计不科学、执行机制不健全、政府与政协关系不顺、政协内部设置不合理、政协委员执行能力不足。为提高其制度执行力,应着力于科学设计制度,健全执行机制,理顺政协与政府关系,加强政协自身建设以及提高政协委员的执行能力。The grass-roots deliberative democracy system led by the CPPCC(Chinese People's Political Consultative Conference)is the focus of grass-roots governance.However,at present,the CPPCC has some problems in the process of system implementation,such as selective implementation,alternative implementation,formal implementation and intermittent implementation,which reduces the authority of the system and the credibility of the CPPCC,and is difficult to achieve the system goal.The main reasons are that the system design is unscientific,the implementation mechanism is not perfect,the relationship between the government and the CPPCC is not smooth,the internal setting of the CPPCC is unreasonable,and the implementation ability of CPPCC members is insufficient.In order to improve its system execution,we should focus on scientifically designing the system,improving the execution mechanism,straightening out the relationship between the CPPCC and the government,strengthening the self construction of the CPPCC and improving the execution ability of CPPCC members.
