摘　　要：法治是现代国家治理的价值共识与必由之路,是现代国家治理的普适性模式。国家安全法治是人人普遍服从遵守良善的国家安全法律,国家依法维护和实现国家安全。建设国家安全法治是全面推进依法治国、依法维护国家安全、维护“一国两制”、维护人之尊严的现实需要。因此,要努力构建完备的国家安全法律规范体系、高效的国家安全法治实施体系、严密的国家安全法治监督体系、有力的国家安全法治保障体系和完善的国家安全党内法规体系。The rule of law is a consensus of values on,the only road to,and a universal model of modern state governance.The rule of law in national security means that everyone shall obey and abide by the good laws on national security,according to which the state maintains national security.Structuring the rule of law in national security is a practical call for comprehensively advancing it,for ensuring national security,for safeguarding“one country,two systems”and for protecting human dignity.Therefore,efforts should be made to build a complete legal and regulative system,an efficient legal implementation system,a strict legal supervision system,a strong legal guarantee system,and a sound inner-party legal system for national security.
