摘 要:1.Introduction Climate change has become a global nontraditional security challenge,and achieving carbon neutrality is the global trend of the era that will determine the future of humanity[1-5].So far,more than 137 countries have set goals or pledged to achieve carbon neutrality.In September 2020,China committed itself to peak carbon emissions by 2030 and to achieve carbon neutrality by 2060,in what are known as China’s“dual carbon goals”[6].
