摘　　要：非市场服务历来是国际比较项目(ICP)研究中的难点问题,当前在大多数地区非市场服务的比较仍使用生产率调整后的成本投入法,生产率调整方法将直接影响非市场服务的比较结果。基于ICP的工作流程,将现行生产率调整方法从数据搜集和购买力平价(PPP)汇总两个阶段展开,分析了生产率调整的具体做法。研究发现现行方法存在若干问题,主要包括:对影响雇员生产率的相关因素考虑不足、对非市场服务的“成本投入”覆盖不足、对生产函数中的投入变量处理不恰当等,这使得在现行方法下,中国非市场服务产出仍然存在被高估的因素。从数据搜集、规格品设置、方法协调、标准确立等方面给出建议,以期探讨生产率调整方法的研究方向。Non-market service have traditionally been a difficult area of comparison in the International Comparison Project(ICP),and the current comparison of non-market service in most regions still use the productivity adjusted cost input method,and the productivity adjustment method will directly affect the comparison results of non-market service.Based on the ICP workflow,the current productivity adjustment method is expanded from two stages of data collection and PPP aggregation,and the specific practices of productivity adjustment are analyzed.It is argued that there are several problems with the current methodology,including insufficient consideration of relevant factors affecting employee productivity,inadequate coverage of“cost inputs”of non-market service,and inadequate treatment of input variables in the production function,which make the output of non-market service in China still have overestimated factors under the current methodology.Finally,some suggestions are put forward from the aspects of data collection,specification setting,method coordination and standard establishment,in order to explore the research direction of productivity adjustment methods.
