摘　　要：本文从行政治理体制与空间经济关系的角度,讨论了纵向财政收入分权和横向地方政府竞争相结合的行政治理模式对地级市城市化与工业化协调发展的影响及其机制。通过理论模型分析以及基于地级市层面的面板数据计量检验,本文发现纵向财政收入分权的提升有利于促进城市化与工业化的协调发展,横向地方政府竞争的加剧则会导致城市化与工业化协调发展的恶化。通过进一步的机制分析,本文发现“弱分权、强竞争”式的行政治理模式会导致地方政府倾向于采取提供低价非城市区域工业用地,而非提升城市化基础设施建设的方式来招商引资,从而扭曲了工业企业在经济空间中的自主区位选择,令其偏离城市区域,在扰乱工业化通过集聚经济等机制与城市化相互促进的同时,也造成城市化相对于工业化落后的局面。本文的研究有助于厘清行政治理模式对工业经济活动,以及对工业化与城市化互动关系的影响效果和作用机制,同时也说明行政治理体制的安排要充分考虑分权和竞争给经济空间造成的分割,避免行政性的空间割裂和过度竞争扰乱经济自发的集聚效应。From the perspective of the relationship between administrative governance and spatial economy,this paper discusses the influence of administrative governance on the coordinated development of urbanization and industrialization in prefecture-level cities.This paper finds that the increase in vertical fiscal decentralization can promote the coordination while intensified horizontal government competition can damage the coordination.The mechanism analysis finds that the"weak decentralization yet strong competition"will cause governments to attract investment by providing low-price industrial land in non-urban areas,instead of promoting infrastructure construction for urbanization,thus distorting the autonomous location choice of industrial enterprises in the economic space,causing them to deviate from urban areas,and as a result urbanization lags behind industrialization.This study is helpful to clarify the effect of administrative governance on the coordination between industrialization and urbanization and how it works.The result means that the administrative governance institutions should fully consider the influence of decentralization and competition on economic space,in order to prevent the administrative space division and excessive competition from disrupting the agglomeration effect of the economic activities.
