摘　　要：地表水和沉积物的环境价值损害量化是其鉴定损害评估过程中的重要部分,而虚拟治理成本法是计算环境损害价值的一个重要方法。以辽宁省两个企业非法偷排油墨废水造成生态环境损害的案例作为研究对象,探讨了虚拟治理成本法在地表水和沉积物的环境损害价值量化评估中的应用,并对单位治理成本中实际调查法应用问题进行讨论。The quantification of environmental value damage of surface water and sediment is an important part of its identification and damage assessment,and the virtual governance cost method is an important method to calculate the environmental damage value.Taking the case of ecological environment damage caused by illegal discharge of ink wastewater by two enterprises in Liaoning Province as the research object,this paper discusses the application of virtual treatment cost method in the quantitative evaluation of environmental damage value of surface water and sediment,and discusses the application of practical investigation method in unit treatment cost.
