摘　　要：高等教育财政资源配置问题一直是高等教育财政的研究热点,基于"后4%时代"2012—2018年省级面板数据,实证检验政府对高等教育投入的努力程度、政府财政分权度、地区经济发展水平、地区产业结构和高等教育规模对高等教育财政资源配置具有的显著影响。运用Shapley值分解结果显示,政府财政分权度对高等教育财政资源配置差异贡献最大,且其解释力在不断增强,中间依次为地区产业结构、政府对高等教育投入的努力程度和高等教育规模,地区产业结构对差异的解释力有所减弱,地区经济发展水平贡献最小,但对差异的解释力最为平稳。各因素在观测年份的排名顺序大体上保持稳定,均起到扩大高等教育财政资源配置差异的作用。The allocation of financial resources has always been a central issue in higher education finance.Based on the 2012—2018 provincial panel data of“post 4% era”, the article empirically tests the government’s efforts to invest in higher education, the degree of fiscal decentralization, the level of economic development, the industrial structure and the scale of higher education have a significant impact on the allocation of higher education financial resources. Using Shapley value decomposition, it is found that the degree of fiscal decentralization is the main reason of the difference, and the explanatory power is still increasing. Then are the industrial structure, the government’s efforts to invest in higher education and the scale of higher education. The contribution of industrial structure to the difference is weakened, economic development level contributes the least, but the explanatory power is the most stable. The ranking order of each factors have changed little, and all of them enlarge the differences in the allocation of financial resources.
