摘  要:本文以国家高新区设立为准自然实验,通过构建渐进双重差分模型对国家高新区政策的创新激励效应进行了识别与评估。研究结果表明:国家高新区政策实施有助于提升地区创新水平,但国家高新区政策影响城市创新的方向和程度取决于高新区成长周期及所属地区环境,处于成熟期或者位于东部地区的高新区对城市创新水平提升具有更强的带动作用;动态效应检验结果发现,随着国家高新区发展日趋成熟,其对城市创新水平的促进作用将越来越大。Cities are the spatial carriers of enterprise innovation. In the background of "new development pattern of dual circulation", improving the level of urban innovation is an important basis for promoting high-quality economic development. With the help of the quasi-natural experiment established by the national high-tech zone, this paper identifies and evaluates the innovation incentive effect of the national high-tech zone policy by constructing a progressive-difference in difference model. The results of the study find that the implementation of the national high-tech zone policy can help improve the level of local innovation;however,the direction and extent of the impact of the national high-tech zone policy on urban innovation depend on the growth state of the high-tech zone and the local environment. The high-tech zones in the eastern region or in a mature state have a stronger driving effect on the improvement of urban innovation level than other high-tech zones, and the development zone policy oriented to the central and western regions may lead to the spatial mismatch of innovation resources and the loss of overall innovation efficiency. The dynamic effect test results show that as the development of the national high-tech zones becomes more and more mature, the promotion effect on the innovation level of cities will be greater.
