基于角色认知的高校图书馆突发事件应急管理能力研究

摘　　要：突发事件应急管理能力是高校图书馆渡过危机、持续服务的关键要素。文章针对高校图书馆在抗击新冠肺炎疫情中应急管理能力不足的问题,以应急管理过程理论为基础,总结高校图书馆在应急管理四个阶段的十类角色,即预案计划制定者、监测预警吹哨者、组织决策备战者、舆情管控引导者、教育培训宣传者、教学科研支撑者、阅读疏导服务者、社会援助志愿者、善后恢复整改者和专题文献保存者;并基于角色认知,提出应具备的五种应急管理能力,即应急计划能力、应急预警能力、应急响应能力、应急协调能力和恢复整改能力,进而提出高校图书馆突发事件应急管理能力的提升策略。The ability of emergency management is the key factor for university library to survive crisis and serve continuously.In view of the insufficient emergency management capacity of university libraries in fighting COVID-19,based on the theory of emergency management process,this paper summarizes ten types of roles of university libraries in the four stages of emergency management:the plan maker,the monitoring and warning whistler,the decision maker,the public opinion control guider,the education and training propagandist,the teaching and research supporter,the reading guide service staff,the social assistance volunteer,the library restorer,and the special documents preserver.And based on role recognition,this paper proposes five kinds of emergency management ability:emergency planing,emergency forewarning,emergency response,emergency coordination and restore rectification,and then puts forward some strategies to improve the abilities of emergency management of university library.
