跨国移民的社会保障困境何以破解——来自澳大利亚社会保障双边合作的经验与启示

摘　　要：随着经济全球化的深入发展,澳大利亚遭遇的跨国移民社会保障权益受损和跨国企业竞争优势弱化等问题日益凸显。为此,澳大利亚政府开始关注社会保障双边合作事宜,通过创制社会保障双边合作法律、转变社会保障理念及引入多元化的合作方式等举措,不仅有效维护了跨国移民和跨国企业的社会保障权益,而且有助于降低社会保障财政负担。澳大利亚的经验启示我们,发展和完善我国社会保障双边合作,需要不断完善社会保障双边合作法律、引入多元化的合作方式和适时修订社会保障双边协定。With the further development of economic globalization,the problems encountered by Australia have become increasingly prominen,such as the damage to the social security rights of transnational immigrants and the weakening of the competitive advantage of transnational enterprises.Therefore,the Australian government began to pay attention to the bilateral cooperation of social security,through creating the laws of the bilateral cooperation of social security,changing the concepts of social security and introducing the diversified coordination methods,which not only effectively protected the social security rights and interests of transnational immigrants and multinational enterprises,but also can be good for reducing the financial burden of social security.This enlightens us that to develop and improve China's bilateral cooperation of social security,we need to constantly improve the law of the bilateral cooperation of social security,introduce diversified cooperation methods and timely revise the bilateral social security agreement.
