数字乡村发展评价指标体系构建研究

摘　　要：在准确把握数字乡村的时代内涵与主要特征的基础上,通过梳理和借鉴数字乡村的相关政策与研究,构建了数字乡村环境、乡村数字经济、农业科技创新供给、智慧绿色乡村、乡村数字治理、农业信息服务等6项一级评价指标及对应的24项指标组成的数字乡村发展评价体系,可为科学开展数字乡村发展评价工作提供借鉴参考。在推进数字乡村建设中,应重点从夯实数字乡村发展基础、加快农业数字化转型、强化农业科技创新供给、提升乡村数字治理水平、重视乡村数字人才的培养等方面入手。On the basis of accurately grasping the connotation and main characteristics of the digital village,The digital rural development evaluation system composed of 6 primary evaluation indicators such as the digital village environment,the rural digital economy,the supply of agricultural technology innovation,the smart green village,the rural digital governance and agricultural information service were constructed through combing and drawing lessons from the relevant policies and research of the digital village,and the 24 corresponding indicators can provide a reference for scientifically carrying out the evaluation of digital rural development.In advancing the construction of digital villages,we should focus on consolidating the foundation of digital village development,accelerating the digital transformation of agriculture,strengthening the supply of agricultural technology innovation,improving the level of rural digital governance and attaching great importance to the training of rural digital talents.
