摘　　要：本文通过对2019年版《上海市医疗机构不良执业行为记分管理办法》修订背景和主要内容的梳理,分析这项制度的实施情况与成效。在此基础上,针对相关省、市医疗机构不良执业行为记分情形和分值不一、记分标准和实施流程各异、不良执业行为记分兜底情形使用较多、记分结果与医疗机构绩效考核挂钩不足等问题,提出在国家层面出台医疗机构不良记分管理制度,建立省际医疗机构不良记分信息平台,加强不良记分管理制度执行内部稽查等建议。This paper analyzes the implementation and effectiveness of the system by sorting out the background and main contents of the 2019 edition of the Scoring Management System of Malpractice in Medical Institutions in Shanghai.On this basis,aiming at the problems of different scoring situation and value,different scoring standards and implementation process,scoring for bad practice behavior and insufficient connection between scoring results and performance evaluation of medical institutions,this paper proposes to formulate a scoring management system at the national level,improve the provincial information system and strengthen the internal audit system.
