摘　　要：非接触式执法属于一种新的执法领域。上海已启动“智慧卫监”信息化项目,构建医疗执业行为的非接触监管模式,推进公共卫生监督闭环管理,推动卫生监督工作模式不断创新,初步实现卫生监督信息“一网观天下”和“一网管全城”。本文通过文献综述法,指出非接触式执法在生活饮用水卫生监督开展过程中需要解决以下几个问题:①开展的流程尚无法律法规以及规范性文件出台;②执法证据收集的有效性无法确认;③电子数据中时间因素;④与“一网统管”无缝对接需要解决存在部门信息壁垒、执法效率与执法效果不平衡、卫生健康部门生活饮用水卫生监督执法队伍建设不够等问题。Non-contact law enforcement is an innovative law enforcement method.Shanghai has launched the Intelligent Health Supervision Informatization Project,constructed the non-contact supervision mode of medical practice behaviors,promoted the closed-loop management of public health supervision,promoted the continuous innovation of the health supervision mode,and initially realized the health supervision information“One network to view the world”and“One network to manage the whole city.”Through the literature review,the following problems need to be solved in the development of non-contact law enforcement in the supervision of drinking water sanitation:①No laws,regulations or normative documents have been issued in the process of development;②The effectiveness of supervision,law enforcement,and evidence collection could not be confirmed;③Time in the electronic data;④Seamless docking with“One Network Management”needs to solve problems such as the departmental information barriers,imbalance between the law enforcement efficiency and effect,and the insufficient construction of law enforcement teams for the supervision of drinking water sanitation in the health and health departments.
