上海市普陀区小型医疗机构医疗废物收运及管理现状分析

摘　　要：目的为掌握上海市普陀区小型医疗机构医疗废物收运及管理现状,分析存在的问题,提出对策建议。方法依据《医疗废物管理条例》,对2016—2020年的小型医疗机构医疗废物监管实施情况进行分析,并随机抽取其中110家小型医疗机构,通过对其医疗废物收运、内部管理现况进行问卷调查的方法进行研究。结果小型医疗机构中相关人员未经相关法律知识的培训就从事医疗废物相关工作是医疗废物监管中高发的违法行为。小型医疗机构存在内部医疗废物管理监控部门设置率偏低、医疗废物年产量不高、医疗废物收运频次不符相关法规要求的情况。结论建议加大对小型医疗机构医疗废物管理的培训,可建立小型医疗机构医疗废物管理质量控制管理小组,将小型医疗机构的医疗废物全流程管理也纳入医疗机构医疗废物信息化追溯监控系统,并可尝试通过委托第三方机构或政府购买服务等方式,以优化小型医疗机构医疗废物集中处置模式。Objective This paper aims to master the status quo of collection,transportation and management of medical waste in small medical institutions in Putuo District,Shanghai.In addition,this paper also targets to analyze the existing problems,and put forward countermeasures and suggestions.Methods Referring to the Regulations on the management of medical waste,this paper analyzes the implementation of medical waste supervision in small medical institutions in recent five years,and randomly selects 110 small medical institutions to conduct a questionnaire survey on their collection and transportation of medical waste and internal management.Results Untrained relevant personnel engaged in medical waste-related work is a highly prevalent violation of medical waste supervision.Current problems including low setting rate of internal medical waste management and monitoring departments,low annual output of medical waste,and the collection and transportation frequency of medical waste does not meet the requirements of relevant laws and regulations.Conclusion It is suggested to strengthen the training of medical waste management in small medical institutions,establish a quality control team of medical waste,incorporate the whole process management of medical waste into the information traceability and monitoring system,and entrust a third party or the government to purchase services.By DOIng so,it is possible to optimize the centralized disposal mode of medical waste in small medical institutions.
