摘　　要：国土空间规划是国家空间治理体系和治理能力现代化的重要基础,是国家治理体系的重要组成部分。“多规合一”的国土空间规划,不仅是一定历史时期空间政策的集中体现,还是技术体系向治理体系的一次重大变革,其本质是统筹解决空间布局的矛盾和冲突。空间治理的最终目标,就是让老百姓切身感受到国土空间规划带来的获得感、安全感和幸福感。以深圳市为例,总结深圳特区在空间规划和空间治理探索中所取得的丰硕成果。当前的生态文明建设和国土空间规划体系建设为深圳空间治理创造了新的机遇,也带来了超过以往的新挑战。深圳要巩固既有的空间规划编制与空间用途管理创新成果,探索“深圳方案”,建设好中国特色社会主义先行示范区。National territory spatial planning(NTSP)is an important foundation and part of the modernization of the national spatial governance system and governance capabilities in China.The traditional spatial planning and governance system have played an active role in supporting the rapid development of urbanization,promoting the rational use and effective protection of land,also brought some problems,affecting the spatial governance efficiency of local cities.Today,China is innovating to use its territory spatial as a system to establish a unified NTSP system,aiming to achieve effective control and scientific management of territorial space and promote the balance between development and protection.NTSP is a concentrated expression of spatial policy in a certain historical period and a structural change from the technological system to the governance system.Its essence is to coordinate the resolution of contradictions and conflicts in the spatial layout.As a strategic,basic,and institutional tool,NTSP will effectively solve many problems.The goal of spatial governance is to let the common people feel the sense of gain,security,and happiness brought about by spatial planning in China.Over the past four decades,Shenzhen has transformed from a small fishing village into a modern metropolis.It is still at the vanguard of China’s development as a reform and opening-up paragon.Shenzhen has actively carried out a series of exploration work on local spatial governance.Through the reform of government institutions,Shenzhen Municipal Planning and Natural Resources Bureau have acquired major powers.Three technologies,including planning standard unit,planning control unit and planning control line have laid a solid foundation for NTSP and land-use management.In terms of spatial governance,Shenzhen has taken the lead in forming a stock spatial management mechanism,such as land preparation,land law enforcement,and urban renewal.However,some problems have also been exposed,including that the legal and regulatory system related to s
