摘　　要：本文围绕三大领域(政务领域、商务领域、社会领域)和两个着力点(诚信文化与宣传、信用创新与应用)展开,创新性地构建了基层信用环境监测指标体系,并对杭州市余杭区12个乡镇街道的信用指数进行统计分析。结果表明:基层信用环境整体稳定,尤其是在政务领域,但基础信用建设不牢固、建设绩效动力不足等难点急需破解;商务信用侧,信用建设高成效区域存在高风险失信概率的隐患;社会信用侧,信用创新与应用深入性欠缺,存在信用产品的丰富程度不足等问题。建议从"政治""法治""德治""智治"以及"自治"等五个视角加强立信,提升"主和""守和""育和""智和"以及"协和"能力,为"信用+基层治理"提供硬抓手,更好地实现"善治"的社会治理目标。Focusing on three major areas(governmental affairs, businesses and social field)and two focus points(integrity culture and publicity, credit innovation and application), this article innovatively constructs a grassroots credit environment monitoring index system and statistically analyzes the credit indices of 12 towns and streets in Yuhang District, Hangzhou. The results demonstrate that though the overall credit environment at the grassroots level is stable, especially in the field of governmental affairs, difficulties such as the lack of solid basic credit construction and the lack of strong motivation for construction performance are in urgent need of resolution.In the businesses credit field, there are hidden risks of high probability of credit failure in areas with high credit construction effectiveness. In the social credit field, there is a lack of in-depth credit innovation and application,and rich credit products. It is recommended that we should strengthen credit construction from the perspectives of“governance by government”, “governance by law”, “moral governance”, “intellectual governance” and“self-governance”and enhance the leading of government, the protection of law, the nurturing of morality, the intelligence of education, and the coordination of society in promoting harmony, which provides a hard grip for“credit plus grassroots”governance, and helps to achieve the goal of“good governance”in social governance.
