摘　　要：新工科、新医科、新农科和新文科,构成我国高等教育质量革命的四大支撑极,新财经是新文科的重要类型。在时代变迁和社会变革的历史长河中,大学经历了多重变化与变革,表现在办学理念与职能从人才培养拓展到科学研究、社会服务和传承创新,以及教育信息技术的迭代更新;大学举办者、管理者和办学者身份地位发生沉浮变化。高等教育体制机制改革从试点、试行到全面深化,贯穿于高等教育的全进程,推动着高校的创新发展。谋划“十四五”规划,锚定2035远景,要以体制机制创新为引领,把握时代大势,远近结合、虚实相生,更新理念、凝聚共识,定好位、布好局,做好“加减乘除”,坚定“四个面向”,共筑高质量发展新格局。New engineering,new medicine,new agriculture and new liberal arts constitute the four pillars of the reform of quality of China’s higher education.New finance and economics are important types of of new liberal arts.Throughout the history of transformation of times and revolution of society,universities have undergone multiple changes and reforms.The education philosophy and functions of university has expanded from talent cultivation to scientific research,social services,inheritance and innovation.Information technologies for education has been constantly upgrading.And the status of the founders,administrators and educators in university has changed.The reform of the higher education system and mechanism runs through the entire process of experimental unit phrase,trial implementation to overall deepening,thus promoting the innovative development of higher education institutions.With the 14th Five-Year Plan and the Long-Range Objectives Through the Year 2035 in mind,we should lead the development by institutional innovation,grasp the trend of our times,combine the long-term and shortterm goals,align our vision with the reality,update the educational concepts,build consensus,set a right position,make an overall arrangement,draw a clear distinction between the primary and the secondary and firmly adhere to the principle of“setting sight on the frontiers of world science and technology,economic development,the country’s major needs,and people’s health”,thus jointly building a new pattern of high-quality development.
