“三治结合”与疫情防控中的社会自主动员——以浙江省桐乡市为例

摘　　要：新冠肺炎疫情暴发后,在政府紧急动员下,基层社会迅速开展自主动员。桐乡市的“三治结合”基层社会治理体系实现了基层自治组织、社会组织、志愿者等社会力量的广泛参与,稳定了公众情绪,汇聚了社会资源,不仅成功完成了社会自主动员任务,而且形成了社会自主动员与政治动员的有机结合。党和政府的动员与引导、法律法规和村规民约的双重约束,多方主体协同和发挥社会声誉的激励作用,是“三治结合”体系进行社会自主动员的主要机制。桐乡市的经验表明,健全“三治结合”的基层治理可以为危机治理的顺利开展提供制度基础,常态时期的社会参与能够为危机时期的社会自主动员提供有力支撑。After the outbreak of the COVID-19,self-mobilization of the society at grass-roots level has launched promptly under the urgent mobilization from the government.The“integration of three governances”in Tongxiang City,Zhejiang Province has achieved an extensive participation of social organizations,volunteers,and other social forces,as well as achieved the goal of stabilizing popular feelings and gathering social resources.It not only successfully completed the task of self-mobilization,but also combined the political mobilization of governments and the self-mobilization of society effectively.The mobilization and guidance from the party and the government,the double restrictions from laws and village self-governance rules,the multi-party cooperation and the incentive functions of social reputation were the main selfmobilization mechanisms of the“integration of three governances”system in this special epidemic time.The experience of Tongxiang City shows that improving the governance at grass-roots level in normal period of time could provide institutional base for the governance needs in crisis management,and social participation in normal period of time could provide strong support for self-mobilization of society in Crisis-19 prevention and treatment.
