摘　　要：合同节水管理是贯彻落实"两手发力"要求、运用市场机制推进节水工作的机制创新。推广合同节水管理是我国"十四五"规划纲要提出的明确任务。文章结合近年来推行合同节水管理的实践探索,阐释了合同节水管理的内涵特征、典型模式、重要意义等,深入剖析了合同节水管理面临的瓶颈制约,有针对性地提出了推行合同节水管理的对策建议。Contract-based water-saving management is a mechanism innovation to implement the requirement of “giving full play to the roles of both government and market” and to step up water saving by using market mechanisms. Promoting contract-based water saving management is a key task designated by China’s 14;Five Year Plan. Based on the practice and exploration of implementing contract-based water saving management in recent years, this paper elaborates on the connotation, characteristics, typical modes and significance of contract-based water saving management, analyzes existing constraints, and puts forward countermeasures for its implementation.
