摘　　要：我国小型水库量多面广,多数小型水库缺乏盈利能力,存在维修养护经费不足、管护人员技术水平较低等问题。文章从小型水库的特点出发,分析了小型水库运行管理的难点和面临的新形势,提出处理好政府与市场关系是小型水库运行管理两手发力的关键,而产权明晰是处理好政府与市场关系的基础,应在政府主导的前提下发挥市场机制在小型水库运行管理中的作用,根据小型水库经营性特征细化政府与市场的角色分工,因地制宜选择小型水库工程管护模式,保障工程安全稳定运行,更好发挥小型水库的综合效益。There are a large number of small reservoirs in China covering many localities. But most of them lack profitability. Other problems concerned include lack of maintenance funds and low technical level of management and maintenance personnel. Starting from the characteristics of small reservoirs, this paper analyzes the difficulties and new situation of the operation and management of small reservoirs, and proposes that dealing with the relationship between the government and the market is the key to the operation and management of small reservoirs, and the clarity of property rights is the basis for dealing with the relationship between the government and the market. Under the leadership of the government, the role of market mechanism in the operation and management of small reservoirs should be brought into play. The roles of the government and the market shall be clarified based on the operational characteristics of small reservoirs, and the operation and management modes of small reservoirs should be decided according to local conditions so as to ensure their safe and stable operation, and to give better play to the comprehensive benefits of small reservoirs.
