摘　　要：党中央、国务院对水利基础设施建设高度重视。"十四五"时期,水利建设规模进一步扩大,在迎来重大发展机遇的同时,也面临诸多挑战。文章梳理分析了近年来贵州省、云南省、江西省、广东省等典型地区创新水利投融资体制机制的主要做法,并针对地方政府投资、项目盈利能力、盘活存量资产等方面存在的主要问题,从中央政府、地方政府和市场等多角度提出了破解水利项目投融资困局的对策建议,为加快推进水利工程建设、助推水利高质量发展提供参考。The CPC Central Committee and the State Council attach great importance to water infrastructure construction. During the 14;Five Year Plan period, the scale of water infrastructure construction was further expanded. While ushering in major development opportunities, it also faces many challenges. This paper summarizes and analyzes the main practices of innovating water conservancy investment and financing system and mechanism in typical areas such as Guizhou Province, Yunnan Province, Jiangxi Province and Guangdong Province in recent years. It also analyses the challenges faced by local government investment, project profitability and revitalizing idle stock assets. Countermeasures and recommendations are then put forward to solve the dilemma of investment and financing of water conservancy projects, so as to provide reference for accelerating the construction of water projects and stepping up the high-quality development of the water sector.
