摘　　要：长期以来,蓄滞洪区在防范和化解高标准洪水风险中发挥着显著作用,但对蓄滞洪区的补偿,尤其是在未运用年份以及对建成后未启用蓄滞洪区的补偿仍存在薄弱环节,不利于蓄滞洪区长效运用和经济社会可持续发展。文章在梳理蓄滞洪区建设运行情况、经济社会发展状况以及现行补偿政策的基础上,提出了研究蓄滞洪区常态化补偿机制的必要性,以及完善蓄滞洪区常态化补偿机制的实施路径,从更为安全、更加公平、更高标准、更重法制加强蓄滞洪区补偿及管理的角度提出了相关建议。For a long time, flood storage and detention areas have played a significant role in preventing and resolving high standard flood risks, but there are still weak links in the compensation for flood storage and detention areas, especially in unused years and for flood storage and detention areas that are not used after completion. This is not conducive to the long-term operation of flood storage and detention areas and the sustainable development of economy and society. This paper summarizes the situation of construction and operation of flood storage and detention areas, economic and social development and current compensation policies, and then puts forward the necessity of studying the normalization of compensation mechanisms for flood storage and detention areas. Then it proposes the implementation path of improving the normalized compensation mechanisms of flood storage and detention areas.Recommendations are also put forward for strengthening the safer, fairer, stricter and more rule-based compensation and management of flood storage and detention areas.
