摘 要:由于应急交通运输在突发事件应急处置中发挥着基础性支撑作用,因此,军队和地方政府需要全面推进应急交通运输体系发展。本文首先运用SWOT分析法剖析了西藏应急交通运输体系的优势、劣势、机遇、威胁,构建了内部因素综合评价矩阵、外部因素综合评价矩阵和SWOT战略四边形,得出当前最适宜的发展战略是S-O进取型战略的结论;然后运用QSPM模型确定S-O战略中5项战略措施的优先顺序,依次为建立军地一体化联合指挥机构、建立基于区块链技术的应急信息平台、建立市场化的应急交通运输服务采购机制、完善应急预案体系和建立西藏战略投送支援机队;最后据此提出了西藏应急交通运输体系发展战略的实施措施,以期为西藏应急交通运输体系的战略计划制定提供参考。Given that it plays a basic supporting role in emergency management,the military and local govern‐ments need to comprehensively improve the emergency traffic and transportation system.This paper first uses SWOT analysis to analyze the strengths,weaknesses,opportunities,and threats related to Tibet’s emergency traffic and transportation system,and then constructs an IFE matrix,an EFE matrix,and a SWOT strategic quadrilateral.The authors use this to identify the S-O strategy as the most suitable development strategy for Tibet.Following this,the Quantitative Strategic Planning Matrix model is used to prioritize the four strategic measures of the S-O strate‐gy.The results show that they are in the descending order of importance of the construction of an integrated military-civilian command organization,an emergency information platform based on the block chain,an emergency transportation service procurement mechanism,and a system for an emergency plan.Finally,the authors propose measures that can serve as a reference for the strategic planning and implementation of Tibet’s emergency traffic and transportation system.
