“有原则的现实主义”影响下美国台海政策的变化

摘　　要：美国的台海政策在特朗普执政时期发生了重大变化,拜登政府在中美关系和台湾问题上尚未实现"拨乱反正",特朗普政府"有原则的现实主义"在拜登政府的对华政策中仍有体现。无论是特朗普政府还是拜登政府,美国台海政策均表现为打"台湾牌"的力度加大,美台勾连加深,"以台制华"意图越来越明显。特朗普政府对台赤裸裸的利益导向更为明显,规则意识下降和冒险冲动上升;拜登政府虽在策略手段及管控极端冲突等方面进行了一定调整,但并未改变"以台制华"的战略思维。美国政府的上述做法,只会导致台海局势持续复杂严峻,风险和挑战不断加大,不符合美国自身在亚太地区的利益。拜登政府唯有"拨乱反正",对"有原则的现实主义"影响下的美国台海政策进行全面检讨和调整,才能够维护台海和平稳定和实现中美关系健康稳定发展。The U.S.policy towards the Taiwan Strait has changed dramatically during the Trump administration.As for the Biden administration,it has not redressed their position on the China-U.S.relations and the Taiwan question,leaving Trump’s“principled realism”still feeding into Biden’s foreign policy.There is consistency in both Trump and Biden administration’s cross-strait policy that the U.S.increasingly plays the“Taiwan card”,colludes with Taiwan and uses Taiwan to restrain China.While the Trump administration’s policy can be bluntly characterized as interest-oriented,more impulsive and rule-flouting,the Biden administration only made moderate adjustments on the strategies and management of extreme conflicts,with little change seen in their strategic mindset to use Taiwan to contain China.The aforementioned actions will only lead to the continuing complexity and tension across the Strait with increased risks and challenges,which does not fit U.S.interests in the Asia-Pacific region.Only by conducting a comprehensive review and adjustment of the current policy which has been deeply influenced by Trump’s“principled realism”,can the Biden administration maintain the peace and stability in this area and achieve a healthy and stable development of the China-U.S.relations.
