摘　　要：在政党的恶意操弄下,台湾地区的"公投"已经不仅仅是一种"公民投票"行为,更是一种政治攻防工具。岛内逐渐形成所谓"公投政治"的特殊政治现象,成为观察岛内政治文化、政党竞争的重要切入点之一。"公投政治"的成形在客观上加剧了岛内各方政治角力的激烈度,尤其助推了"蓝绿对决"的态势;岛内各方政治势力借由"公投"议题不断进行社会政治动员和民粹煽动,进一步激化了群体纷争和社会矛盾。"公投"在台湾地区已经失去反映民意的功能,成为政党政治斗争的工具,最终将损害台湾民众的利益福祉和台湾的发展前景。The referendum in Taiwan has formed a regional political subculture of referendum politics due to its prominent nature of political offensive and defensive strategies.How to analyze and define its concept and what kinds of political effects it will exert in practice are topics worthy of in-depth discussion because referendum politics has become a key entry point to observe Taiwan’s political culture and political party competition.This study aims to analyze the abovementioned questions together with defining the connotation and denotation of referendum politics and identifying the attribute of political strategies.On this basis,the political offensive and defensive strategies displayed in the four referendums held at the end of 2021 were cited as an example to explore the operation of referendum politics and its political effects in order to lend deeper insight into the profound influence of referendum politics on Taiwan’s political culture.
