摘  要:公共卫生应急管理中奖励措施的规范化有助于弘扬社会主义核心价值观,彰显应急管理中的人文关怀,推进应急管理方式创新。实践表明,在我国的公共卫生应急管理工作中,诸多奖励措施的运用取得了一定的成效,但这些奖励措施在规范化方面还存在一些不足,如奖惩制度配置不成比例、柔性规范供给不足、奖励措施法律化程度不高等。基于此,有必要从宏观与微观层面对公共卫生应急管理奖励制度进行完善和规范,并在程序和实体上确保奖励措施的积极功能得到切实发挥。The normalization of reward measures in public health emergency management helps to carry forward core socialist values, highlight humanistic care in emergency management and promote the innovation of emergency management. The practice shows that the application of many reward measures has achieved certain results in public health emergency management in China, but there are still some shortcomings in the normalization of these reward measures, such as disproportionate allocation of reward and punishment system, insufficient supply of flexible norms, and low degree of legalization of reward measures. Therefore, it is necessary to perfect and normalize the reward system of public health emergency management from both the macro and micro levels, and ensure that the positive function of reward measures can be effectively played in the procedures and entities.
