摘  要:全球气候变化引发的暴雨等极端天气频发,同时我国城镇化进程加快,而排水防涝基础设施建设相对滞后,导致城市内涝问题日渐突出。山地城市具有特殊的地形地貌和降雨等自然条件,以及受限的建设条件,其排水防涝系统建设也有其特殊性。以云南省富民县为例,在分析其现状问题和评估内涝风险的基础上,提出"径流控制—管网梳理—内河整治"系统化排水防涝规划方案,切实指导富民县排水防涝设施建设,以期为中小山地城市构建排水防涝安全体系提供参考。Due to extreme weather of rainstorm occurrence frequently caused by global climate, the accelerating urbanization processes with relatively backward construction of drainage and waterlogging prevention infrastructure in China, the problem of urban waterlogging is becoming increasingly serious. Mountainous cities have special topography, rainfall and other natural conditions, as well as limited construction conditions so that the construction of drainage and waterlogging prevention system also has their particularity. Taking Fumin County in Yunnan Province as an example, this paper analyzes the current problems,evaluates the waterlogging risk, proposes the systematic drainage and waterlogging prevention planning scheme of “stormwater runoff control-drainage pipe network structure sorting-river renovation”, actually guides the construction of drainage and waterlogging prevention facilities in Fumin County. It is hoped to provide reference for the construction of drainage and waterlogging prevention safety system in mountainous cities.
