中国公共图书馆信息无障碍服务现状与提升对策研究--基于128家市级以上公共图书馆的调查

摘　　要：归纳和总结中国公共图书馆信息无障碍服务的发展现状及特点,为我国公共图书馆信息无障碍建设与发展规划提出对策。采取工具测评和人工调查两种方式,以中国128家市级以上公共图书馆为调查对象,利用无障碍测评工具WAVE对图书馆网站首页进行测评,并逐一打开图书馆网站统计其为残障用户提供服务的情况。我国公共图书馆网站的无障碍设计依然存在着很多错误,提供网站无障碍服务工具的图书馆也仅占10%。建议:我国公共图书馆应制定完备的图书馆服务政策,重视图书馆网站无障碍建设;遵循信息无障碍标准,定期对网站进行审查与维护;优化图书馆网站无障碍技术,提高残障用户图书馆利用率;建设网站残障用户服务专栏,保障残障用户服务获得感。This paper summarizes the development status and characteristics of information accessibility services in public libraries in China,in order to provide reference for the information accessibility construction and development planning of public libraries in China.This research adopts two methods:tool evaluation and manual survey.It takes 128 public libraries at city level and above in China as the survey object.The library website homepages are evaluated with the help of the accessibility evaluation tool WAVE.Browsing the websites one by one to make statistics on the services provided by public libraries for users with disabilities.There are still many errors in the accessibility design of public library websites,and the proportion of libraries that provide web accessibility service tools is only 10%.It is recommended that public libraries in our country should formulate a complete library service policy and pay attention to the accessibility construction of library websites;follow information accessibility standards and regularly review and maintain websites;optimize accessible technology on library websites and improve library utilization rate of users with disabilities;build a special column for disabled users on the website to ensure that users with disabilities have a sense of gain in services.
