治理现代化视野中高校职能部门的管理决策

摘　　要：我国高校职能部门作为学校的参谋协调机构,享有学校决策的重要参与权,也是学校各项制度、政策的拟定者,并具有一定的资源配置权,虽然职能部门对学院没有直接的指挥权,但对学院具有重要的影响。因此,职能部门要深刻认识其决策结果对利益相关者的影响,在行使相关职权时要科学处理与学院的关系,尊重学院的主体地位,同时加强部门间的沟通与联动,增强决策的民主性和科学性,维护学生切身利益,创新组织文化并努力提高管理者自身的素质与能力。The functional departments,as the staff coordination organization,have no direct command power over the college,but they have certain resource allocation rights as the drafters of various systems and policies.Therefore,the functional departments have an important impact on the college.Therefore,the functional departments should deal with the relationship with the college scientifically,pay attention to the scientific exercise of decisionmaking power and the standardization of decision-making process.The functional departments should have a deep understanding of the impact of decision results,strengthen the communication and linkage in the decision-making process,enhance the democracy and scientific of the decision-making,safeguard the vital interests of students,and improve their own quality and ability.
