摘　　要：版权平衡是《中华人民共和国著作权法》第3次修订的重要原则和重点内容,推进版权平衡意义重大。版权平衡是美国版权法强调的核心价值与基本原则,美国图书馆界通过建设联盟组织、追踪法律政策、开发指南工具、设计主题活动等举措推动版权平衡的法律政策制定与实施,对我国图书馆界开展版权平衡实践与研究有深刻的启示作用。Copyright balance is an important principle and key content of the third revision of the Copyright Law of the People’s Republic of China, and it is of great significance to promote copyright balance. Copyright balance has been the core value and basic principle of American copyright law. The American library community promotes the formulation and implementation of copyright balance laws and policies by building alliance organizations, tracking laws and policies, developing guidelines and tools, designing theme activities and other initiatives, which has profound enlightenment for Chinese library community to carry out copyright balance practice and research.
