摘　　要：以西藏自治区天然林资源保护工程二期2019年实施进展自治区级复查有关数据为基础,实地调研了工程区的管护任务、管护体系、管护责任和管护效果,结果发现工程区内管护体系符合当地实际,各级管理单位能很好的履职,各县域乱砍滥伐现象较好地得到了遏制,在广大护林员的管护下,农牧民群众护林、爱林、造林的意识也逐步增强,工程区内水土流失减缓,水源涵养能力进一步增强,生态环境得以有效改善,生物多样性明显丰富。但同时在天保工程管护中存在签约管护面积与要求管护面积不一致、部分违法、基层林业管理机构技术力量不足、人才匮乏等现象,分析了存在问题的原因并提出了相应对策,为科学实施天保工程管护和提高管理实效提供参考。Based on the data from the review of the implementation progress of the second phase of the Natural Forest Resources Protection Project in Tibet Autonomous Region in 2019,this paper investigated the management and conservation task management systems in the project area.It is found that the management and protection systems in the project area was in line with the local reality.Management units at all levels can perform their duties well,and the phenomenon of overcutting in each county had been well contained.The awareness of afforestation has also been gradually enhanced;the soil erosion in the project area has been effectively curbed;the water conservation capacity has been further enhanced;the ecological environment has been effectively improved,and the biodiversity has been significantly enriched.At the same time,in the management and protection of the natural protection project,there are some phenomena such as inconsistency between the contracted management and protection area and the required management and protection area,some illegal activities,insufficient technical force of grass-roots forestry management agencies,and lack of talents.The reasons for the existing problems are analyzed and corresponding countermeasures are put forward,so as to scientifically implement the natural protection project.
