摘　　要：基层社会治理的逻辑不同于国家治理,需要充分发挥情感治理在基层社会治理中的内在优势,将居民追求美好生活、参与基层社会公共事务的需求与基层社会治理要求充分结合,实现基层社会治理的本土化创新。P市D街道“友邻善治”作为一种县域层面的情感治理方式,通过构建地缘、组织、信任以及情感四个层级的共同体以实现社区的再组织化和再认同化,进而在整体上构建基层社会治理共同体,探索社区治理的新模式。The logic of Grassroots social governance is different from that of national governance.We need to give full play to the inherent advantages of emotional governance in a grass-roots society,fully combine the needs of residents to pursue a better life and participate in Grassroots social public affairs with the requirements of Grassroots social governance,and carry out localization innovation.As a kind of emotional governance mode in the county,“friendly neighbors governance”of D street of P city constructs four levels of community from geography,organization,trust to emotion,so as to realize the organization,recognition and assimilation of the community,and then constructs the grass-roots social governance community as a whole to explore a new model of community governance.
