摘　　要：长期以来,生产事故瞒报久治不绝,严重危害国家、地方和企业的健康发展。为杜绝这一现象,以高危行业为切入点,深刻揭示了事故瞒报带来的危害,阐述了瞒报在绩效考核与问责不科学、事故企业停产时间长、地方政府和上级部门受牵连等方面存在的深层次原因,从树立正确的事故观、事故调查处理科学化、安全责任指标科学量化、正确理解企业主体安全责任4个层面提出了切实可行的解决方式与方法,可为地方政府和应急管理机构提供有益的参考。The concealment of production accidents has been treated for a long time without cease,which seriously harms the healthy development of nation,the local and enterprises.To put an end to this phenomenon,the high-risk industries has been taken as the breakthrough point to profoundly reveal the hazards brought by concealment of accidents.The deep causes of concealment has been expounded in the unscientific performance appraisal and accountability,long shutdown time of accident enterprises and the involvement of local governments and higher authorities.The practical solutions has been put forward from four aspects including the establishing of a correct view to deal with accidents,the scientifically investigating and handling of accidents,the scientific quantification of safety responsibility index,and the correctly understanding of the main safety responsibility of enterprises,which provides a useful reference for local governments and emergency management agencies.
