摘　　要：随着我国基础设施建设不断加快,政府财政资金能否得到有效管控成为项目建设的又一重要指标。想要又好又快地保证建设,同时使得每一分钱都能得到有效利用,过程中还是会遇到较多实际情况。本文根据笔者工作实践,从财务监理全过程管理项目投资的角度,对水利工程存在的阻碍投资管控的问题点进行了分析和探讨。With the continuous acceleration of infrastructure construction in China,whether government financial funds can be effectively controlled has become another important indicator of project construction.In order to ensure the construction quality and speed while making full use of every penny,there will still be many practical situations in the process.According to the author’s work practice,this article analyzes and discusses the problems that hinder investment management and control in water conservancy projects from the perspective of project investment management in the whole process of financial supervision.
