摘 要:水资源承载力分析是规划环评的重要内容之一,尤其在缺水地区,水资源是区域可持续发展的基础,也是产业规模化发展的基础。在规划阶段,水资源承载力的分析结果对规划的制定起着决定性作用。本文以鄂尔多斯市能源基地规划环评为例,运用GIS图形叠置法,对规划电源点、敏感点、监测点等各类信息数据进行数字化、矢量化处理,在单一供水无法承载规划发展目标时,通过图形叠置将可利用的非常规水资源的空间位置在图中呈现,直观反映非常规水资源利用的可行性,并对规划区的水资源承载力进行合理分析,提出规划实施的要求及保障措施。Water resource carrying capacity analysis is one of the important contents of planning environmental impact assessment,especially in water-scarce areas,water resources are the basis for regional sustainable development and the basis for large-scale industrial development.In the planning stage,the analysis results of water resources carrying capacity play a decisive role in the formulation of planning.Taking the planning environmental impact assessment of the energy base in Ordos as an example,this paper uses the GIS graphic overlay method to digitize and vectorize various information data such as planning power points,sensitive points and monitoring points,and presents the spatial position of the available unconventional water resources in the figure by overlaying the graphs when a single water supply cannot carry the planning development goals,intuitively reflecting the feasibility of the utilization of unconventional water resources,and makes a reasonable analysis of the water resources carrying capacity of the planning area,and puts forward the requirements and safeguard measures for the implementation of the plan.
