中国西部地市级政府卫生支出水平时空分布特征研究

摘　　要：目的:了解2009-2018年我国西部地市级政府卫生支出水平时空分布特征,为促进西部地市级政府卫生服务均等化提供参考。方法:收集政府卫生支出数据,利用Geoda和ArcGIS软件进行全局、局部空间自相关分析并使用重心轨迹迁移方法探索其时空分布特征规律。结果:我国西部地区2009-2018年政府卫生支出水平的莫兰指数值均大于0(均P<0.05),说明各地市级政府卫生支出水平具有正的空间效应。高-高集聚地区逐年递增,低-低集聚地区逐年递减。2009-2018年西部地区人均政府卫生支出重心逐渐偏离几何中心。结论:我国西部地市级政府卫生支出水平分布的空间差异程度呈上升趋势,存在较强的空间集聚现象。应加大对人均政府卫生支出较低地区的支持力度,同时加强对政府卫生支出的监督和绩效评价。Objective:To understand the spatio-temporal distribution characteristics of the level of health expenditure of municipal governments in western China from 2009 to 2018,so as to provide references for promoting the equalization of health services for municipal governments in western China.Methods:The government health expenditure data were collected,and Geoda and ArcGIS softwares were used to analyze global and local spatial self-correlation and explore the characteristics of spatio-temporal distribution using the gravity trajectory migration method.Results:The Moran's I values of government health expenditure in western China from 2009 to 2018 were all greater than 0(all P<0.05),indicating that the health expenditure level of municipal governments in all regions had a positive spatial effect.The regions with high-high agglomeration had increased year by year and the regions with low-low agglomeration had decreased year by year.The barycenter of per capita government health expenditure in western China gradually deviated from the geometric center from 2009 to 2018.Conclusion:The spatial difference of the distribution of health expenditure in western China is increasing,and there is a strong spatial agglomeration phenomenon.The support for the regions where the per capita government health expenditure is low should be increased,and the supervision and performance evaluation of the government health expenditure should be strengthened.
