清中后期皖籍官员群体的阶段性演变与闽台社会治理

摘　　要：清中后期,皖籍官员入闽任职的人数增加,成为闽台治理的重要群体。皖籍官员群体在闽台社会治理中具有延续性,并积极参与国家对台湾的治理和政策的谋划。嘉道年间,皖籍官员参与平定东南海盗和台湾动乱,在善后事宜和区域治理上发挥了积极作用。咸同兵燹,随着皖籍人士避难来闽人数增加,在闽皖籍官商网络构建出现了历史契机,设立了福州安徽会馆。同光时期,淮系军队入驻台湾,在巩固海防和稳定台湾局势上卓有成绩,淮军在台设立了昭忠祠。淮军从台湾撤回之后,淮系掌管了福州船政局,持续参与闽台社会治理。In the middle and late Qing dynasty,the number of Anhui officials serving in Fujian increased and they became an important group in the governance of Fujian and Taiwan.Anhui officials participated continuously in the social governance of Fujian and Taiwan,particularly in the stat's governance and policy planning for Taiwan.During the Jiadao period,Anhui officials participated in the suppression of southeast pirates and Taiwan unrest and played a positive role in the aftermath and regional governance.With an increasing number of refuges to Fujian,a historical opportunity appeared in the establishment of the official and commercial network of Fujian and Anhui.Anhui Guild Hall was established in Fuzhou.During the Tongguang period,the Huai army settled in Taiwan and made great achievements in consolidating coastal defense and stabilizing the situation in Taiwan.The Huai army set up Zhaozhong Temple in Taiwan.After the withdrawal of the Huai army from Taiwan,the Huai Department took charge of the Fuzhou Shipping Bureau and continued to participate in the social governance of Fujian and Taiwan.
