社会组织参与农村养老服务的行为逻辑--基于行动情境模型的解释

摘　　要：伴随农村青壮劳动力外流、新型城镇化建设,农村老龄化程度持续加深,农村养老问题日渐凸显。十九大报告提出乡村振兴战略将农村养老问题推向新阶段,为社会组织参与农村养老服务以创新养老服务供给侧改革提供了良好契机。依托IAD框架的行动情境模型和DN中心参与为老助餐服务的调查显示,社会组织参与农村养老服务的行动情境包括参选情境和治理情境,两者彼此衔接且不同情境下行为主体、所处位置、行动选择、信息获取、收益关系、潜在结果等呈现不同的行为逻辑。同时,在DN中心参与为老助餐的实践中已在战略规划制定、学习型组织培育及社会性效率提升等方面探索出独特的成功之道,对实施乡村振兴战略、建构多层次农村养老服务体系具有重大的现实意义。With the outflow of young and strong rural labor force and the construction of new urbanization,the degree of rural aging continues to deepen,and the problem of rural elderly care has become prominent.The report of the 19th National Congress of the Communist Party of China put forward the rural revitalization strategy to push the rural elderly care issue to a new stage,providing a good opportunity for NGOs to participate in the rural elderly care services to innovate the supply-side reform of the elderly care services.Under the action situation of IAD framework and based on the survey of DN Center’s participation in catering services for the elderly,it is shown that the action stage for NGOs to participate in rural elderly care services includes the election situation and the governance situation.Location,action choices,information acquisition,profit relationships,and potential results present different behavioral logics.At the same time,DN Center has explored unique successful ways in strategic planning formulation,learning organization cultivation and social efficiency improvement in the practice of helping the elderly,which is of great practical significance for the implementation of rural revitalization strategy and the construction of multi-level rural elderly care services system.
