摘  要:基于2006-2019年中国十大城市群的面板数据,采用熵值法合成环境规制强度指数,结合Dagum基尼系数、核密度估计及空间收敛模型分析环境规制强度的区域差异及时空演变特征。研究发现:十大城市群环境规制强度均保持上升趋势,但不平衡性显著,珠三角、长三角城市群环境规制强度明显高于中原和关中城市群,呈现出东高西低的态势,群间差异对总体差异的影响最大,平均贡献率达到68.7%。大部分城市群环境规制强度的核密度分布曲线呈现右移趋势及右拖尾现象,主峰分布经历了高度下降、宽度变宽的发展过程。十大城市群环境规制强度均存在显著的空间β收敛,但各城市群的收敛速度差异较大。在此基础上,提出协同提升城市群环境规制强度的对策建议,希望能够为促进中国生态文明建设提供有益参考。Based on panel data of China's top 10 urban agglomerations from 2006 to 2019,this paper synthesized the environmental regulation intensity index using entropy method,and analyzed regional differences and spatial-temporal evolution characteristics of environmental regulation intensity with Dagum Gini coefficient,kernel density estimation and spatial convergence model.The results show that the intensity of environmental regulation in the ten urban agglomerations keeps rising,but the imbalance is significant.The intensity of environmental regulation in the Pearl River Delta and Yangtze River Delta is significantly higher than that in the Central Plains and Guanzhong urban agglomerations,showing a trend of high in the east and low in the west.The difference between groups has the greatest impact on the overall difference,with an average contribution rate of 68.7%.The kernel density distribution curve of environmental regulation intensity in most urban agglomerations showed a trend of right shift and right trailing phenomenon,and the distribution of the main peak experienced a development process of decreasing height and widening width.There is significant spatialβconvergence in the intensity of environmental regulation in the ten urban agglomerations,but the convergence rate varies greatly among the urban agglomerations.On this basis,this paper puts forward countermeasures and suggestions to enhance the intensity of environmental regulation in urban agglomeration,which can provide reference for promoting the construction of ecological civilization in China.
