养老机构的民办民营模式:资源困境、组织依赖与模式创新

摘　　要：从人口老龄化的现实背景出发,运用结构式访问方法收集了39家养老机构管理者的定量资料,以资源依赖理论视角,探讨了民办养老机构如何建构支持网络的问题。研究从民办养老机构面临的资源困境出发,提炼了民办养老机构的生存发展策略,主要从两方面展开:其一,民办养老机构作为非营利组织,其生存发展必然以资源做支撑,进行资源开发,与其他同行组织进行资源交换是生存之道。其二,建立与政府及其他公益组织的相互协作,建构支持网络,激发组织活力与竞争力是组织进化的策略。本文提出进行公共养老服务资源整合,提升集群组织竞争力,进行大数据信息系统建设等政策建议,以期促进民办民营型养老机构健康发展。Starting from the realistic background of population aging,using structured access methods to collect the quantitative data from 39 endowment managers.From the perspective of resource dependence theory,this paper explores the problem of how the elderly care institutions construct the support network for development.Research from the predicament of resources in the elderly care institutions,this paper analyzes two coping strategies.First,resources is the key survival factors,private elderly care institutions as a nonprofit organization,need to exchange resource with peers with other resources.Secondly,through the establishment of cooperation with government and other public welfare organizations,private elderly care institutions construct the support network,which will stimulate vitality and competitiveness for evolutionary strategy.The article puts forward public pension service resources integration,promotes the competitiveness of the cluster organization,and uses the policy recommendations of the big data information system construction,in order to promote the healthy development of the private elderly care institutions.
