摘　　要：从国际经验来看,当一个地区失去占主导地位的企业和产业时,即使政府投入了大量的资源,也很难真正振兴这些地区。美国离开世界经济体系的“去全球化”政策不仅造成了国内的民族主义倾向,而且造成美国经济放缓。美国政府政策调整的目标应当是提高所有人尤其是低收入蓝领工人的收入水平和福利水平,为此,美国应该改变保护主义政策,通过交通补贴、职业培训、就业激励、工资福利保护等措施,真正解决经济不公平、收入分配不公正和贫富差距扩大等问题;应当遵守国际规则,以更加积极的态度参与国际竞争,使自己的国际政策更具开放性和建设性,积极推进国内经济改革,积极参与国际标准和国际规则的制定与实施,以此促进美国经济发展。From international experience,when a region loses its dominant enterprises and industries,it is diffi-cult to really revitalize these regions even if the government invests a lot of resources.The"de-globalization"policy of the United States to leave the world economic system has not only caused nationalist tendencies at home,but also caused a slowdown in the American economy.The goal of the U.S.government's policy adjustment should be to raise in-come levels and benefits for all,especially for low-income blue-collar workers.To this end,the U.S.should change its protectionist policies and adopt measures such as transportation subsidies,vocational training,employment incen-tives,wage and welfare protection,etc.Based on the above,problems like economic inequity,injustice in income distribution and the widening gap between the rich and the poor can be effectively solved;it should comply with inter-national rules,participate in international competition with a more active attitude,make its international policy more open and constructive,actively promote domestic economic reform,and actively participate in the formulation and im-plementation of international standards and international rules as a way to promote U.S.economic development.
