优化基层网格化管理模式的路径研究——以复合治理理论为视角

摘　　要：网格化管理能够有效解决传统基层社会治理的瓶颈问题,但当前的基层网格化管理模式存在主体共建不足、路径共治困难等短板。复合治理理论与网格化管理在主体、思维、过程、空间、目标上存在高度的契合性。从优化治理理念、完善制度安排、加强队伍建设、营造文化氛围、强化科技支撑入手,构建复合型网格化管理模式,能够解决网格化管理所面临的现实困境,为基层社会治理提供有效的优化路径。Grid management can effectively solve the bottleneck problem of traditional grassroots social governance,but the current grassroots grid management mode has shortcomings such as insufficient co-construction of subjects and co-governance difficulties in paths.The compound governance theory and grid management have a high degree of conformity in subject,thinking,process,space and goal.Starting from optimizing governance concepts,improving institutional arrangements,strengthening team building,creating a cultural atmosphere and strengthening scientific and technological support,building a compound grid management model can solve the practical difficulties faced by grid management and provide effective path to optimize the grassroots social governance.
