摘 要:世贸组织工业补贴议题谈判引起各方关注。疫情前,发达成员声称自身不存在产业政策,要求就引起扭曲贸易和不公平竞争的工业补贴议题在世贸组织制定新的多边规则。疫情以来,发达成员出台了大量工业补贴政策,违背世贸组织补贴规则,这为中国参与工业补贴议题谈判带来新的契机。为此,本文分析了工业补贴议题谈判的内涵,提出了中国参与工业补贴议题谈判原则,包括"经济体制包容性"的理论基础,农业、工业和服务业全口径谈判,补贴规则与反补贴规则双向平衡性,以及多边化谈判主渠道。在此基础上,分别提出了具体政策建议。The WTO negotiations on industrial subsidies have aroused the attention of all parties.Before the COVID-19 pandemic,developed members claimed that they did not have an industrial policy and demanded that new multilateral rules should discipline the industrial subsidies that caused trade-distorting and unfair competition.Since the COVID-19 pandemic,developed members have introduced a large number of industrial subsidy policies that violate the WTO subsidy rules.This has brought new opportunities for China to participate in the negotiation of industrial subsidies.This paper analyses the connotation of the negotiation of industrial subsidy issues,and puts forward the principles of China’s participation in the negotiation of industrial subsidy issues,including the theoretical basis of“economic system inclusiveness”,full-scale negotiation of agriculture,industry,and service industries,balanced the procedural and substantive subsidy rules,and upholding the multilateral channel for negotiations.Based on this,specific policy recommendations were put forward.
