以更高水平开放促进服务贸易创新发展

摘　　要：服务贸易是国际贸易的重要组成部分和国际经贸合作的重要领域,促进服务贸易创新发展有利于发挥我国超大规模市场优势,对标和引领国际经贸新规则,培育国际合作与竞争新优势。从国际比较来看,我国服务贸易规模较大但发展质量不优,开放力度不断增强但水平尚存差距,政策支持力度较大但要素开放不足,发展环境持续优化但管理仍需完善。未来,促进服务贸易开放发展,要把握好"自主开放、系统开放、精准开放、先进开放、安全开放"五大策略,进一步提升重点领域开放水平、发挥开放平台引领作用、加强服务贸易国际合作、完善扩大开放管理制度,通过高水平开放推动服务贸易创新发展,为构建新发展格局贡献"服务力量"。Service trade is a significant component of international trade,and plays an important role in international economic and trade cooperation.The promotion of innovative development of trade service helps to display the advantage of China’s super-large-scaled market,benchmark against and lead the new international economic and trade rules,cultivate new advantages for international cooperation and competition.From the perspective of international comparison,China’s service trade has enjoyed large-scaled development,enlarged opening-up,strong policy support from government,and continuously optimized development environment,but there is still space for improvements as to strengthen the development quality,level up the opening,promote opening-up based on flows of factors of production,and optimize the management.The opening-up and development of service trade will be further promoted based on the five strategies of“proactive,systematic,targeted,advanced and secured”opening-up,and the key works of promotion the opening-up of key sectors,displaying the leading role of opening-up platforms,strengthening the international cooperation of service trade,and optimization of opening-up management system.The innovative development of service trade will be pushed forward through high-level opening-up,and thus to make contribution to the establishment of new development paradigm.
