摘　　要：进入新发展阶段,传统基础设施已经逐渐无法很好地满足和服务于人民日益增长的美好生活需要。2021年中央经济工作会议提出适度超前开展基础设施投资,扩大高水平开放,多措并举稳定外贸,新基建驱动中国服务贸易高质量发展迎来前所未有的宝贵机遇期,同时也催生了数字基础设施、信息基础设施的保障供应需求。新基建可通过供给侧、需求侧、自身和市场等渠道改变消费者消费方式、助推企业数字化转型、促进要素市场化流动,共同推动包括数字贸易、智慧服务等在内的服务贸易均衡、融合、高质量发展。为此,我国需要进一步加强顶层设计、关注有效投资、精准实施政策、对接先进规则,以新发展理念把握和发展新基建,从而更好驱动新时代中国服务贸易高质量发展。When entering the new developing stage,the traditional infrastructure has gradually no longer satisfied and served people’s increasing idyllic demands of life.In2021,the Central Economic Working Conference came up with the idea of developing investment for infrastructure with proper advancement,expanding high-standard opening,stabilizing the foreign trade with multiple measurements,and the development of new infrastructure driving Chinese service trade with high quality had approached the unprecedented precious opportunity.At the same time,it also created the security supply demands of digital infrastructure and information infrastructure.Through the channels of supply side,demands side,oneself,market,etc.,the new infrastructure can change the consumption way of consumers,help to promote enterprise’s digitalized transformation,and facilitate the marketized flow of elements,to jointly accelerate the balanced,integrated,and high-quality development of service trade,including digital trade,intelligent service,etc.Therefore,China needs to further strengthen the top-layer design,focus on valid investment,accurately implement policy,dock with advanced rules,and grasp and develop new infrastructure with new-developed theory to better drive the Chinese service trade in new era to develop with high quality.
