摘　　要：“十三五”时期,中国服务外包示范城市逐步提升产业发展水平,积极探索转型升级路径机制,为服务外包持续高质量发展锚定了城市“站点”,但同时仍在体制机制创新、区域产业协调联动及离岸在岸均衡发展等方面存在提升空间。迈入“十四五”阶段,服务外包面临全球贸易格局重塑,产业布局出现区域性转移及再分工,发展动能也将由政策驱动向创新引领转变。文章提出,示范城市应从推动“增量”向“增效”的优势再造,实现“政策洼地”向“创新高地”的转变,明确“接包发包并举、离岸在岸并重”发展导向,强化对区域战略的支撑,利用数字技术赋能产业转型升级,以及对标国际先进开展先行先试等方面入手,更好整合国际国内资源、联结国际国内市场,加紧实现创新引领,助推构建新发展格局。During the13 th Five-Year Plan period,China’s service outsourcing demonstration cities have gradually improved the level of industrial development,actively explored the transformation and upgrading path mechanism,and anchored urban“sites”for the sustained and high-quality development of service outsourcing.There is still space for improvement in institutional and mechanism innovation,regional industrial coordination and linkage,and balanced development on offshore and onshore service outsourcing. Entering the14 th Five-Year Plan stage,service outsourcing is facing the reshaping of the global trade pattern,the industrial layout will undergo regional transfer and re-division of labor,and the development momentum will also change from policy-driven to innovation-led.The article believes that,the demonstration city should rebuild its advantages from promoting“increment”to“increasing efficiency”,achieve the transition from“policy depression”to“innovation highland”,clarify the development orientation of“receiving and issuing contracts,and paying equal attention to both offshore and onshore”,and strengthen supporting regional strategies,using digital technology to empower industrial transformation and upgrading,and bench-marking with international advanced pilots,to better integrate international and domestic resources,connect international and domestic markets,step up the realization of innovation leadership,and promote the construction of new development pattern.
