摘　　要：在众多降低电动自行车事故伤亡的措施中,倡导正确佩戴安全头盔成为有效的突破口,但我国骑乘电动自行车佩戴头盔的形势不甚乐观。本文基于我国电动自行车骑乘者佩戴头盔的现状,探究影响坚持佩戴头盔的因素,包括政策、认知、交通事故、媒体宣传等。通过卡方检验和Logistic回归对在全国范围内回收的61392份民众关于骑乘电动自行车佩戴安全头盔的问卷进行分析,评估了坚持佩戴和形成认知的影响因素及影响程度。分析发现,通过立法强制佩戴头盔,对佩戴头盔提高出行安全性的认知、民众电动自行车出行佩戴头盔习惯的养成以及降低电动自行车交通事故率具有正向影响。在立法和强化执法的同时,加强普法宣传,提升民众的法治认识和守法意识也必不可少。在佩戴头盔的宣传中,报纸杂志、交管媒体发挥着主导作用。法律法规、头盔的正确佩戴方法、头盔的选购方法等内容关注度较高。Among the many measures to reduce the casualties of electric bicycle accidents,advocating the correct wearing of safety helmets has become an effective breakthrough.However,the situation of wearing helmets for riding electric bicycles in China is not very optimistic.Based on the current situation of helmet-wearing in China,this paper aims to explore the factors affecting the persistence of wearing helmets,including policy,cognition,traffic accidents,media publicity and so on.Through chi-square test and logistic regression,61392 questionnaires collected nationwide about wearing safety helmets on electric bicycles were analyzed to evaluate the influencing factors and degree of persistence and cognition.The analysis found that the mandatory wearing of helmets through legislation has a positive impact on the awareness of wearing helmets to improve travel safety,the cultivation of people's habit of wearing helmets when traveling on electric bicycles,and the reduction of the traffic accident rate of electric bicycles.While legislation and enforcement are strengthened,it is also essential to strengthen the publicity of law popularization and improve people's awareness of the rule of law and law-abiding consciousness.Newspapers,magazines and media play a leading role in the propaganda of wearing helmets.The laws and regulations,the correct wearing method of helmets,and the purchase method of helmets are of high concern.
