摘 要:目的:对现阶段我国中药材监管政策进行分析,发掘并弥合政策缝隙。方法:以2015—2020年发布的10份中药材监管政策为研究样本,以政策工具为主要分析维度,以互动主体和产业链条为辅助分析维度,运用内容分析法对政策文本进行交叉分析。结果:现阶段我国中药材监管方式以"指挥—控制"型为主,监管力度在产业链条上呈"纺锤型"分布,监管结构的"倒金字塔"型特征显著。结论:为实现中药材产业的健康发展,需要对强制性要素与引导性要素、监管主动性和监管主动权、政府管制与社会共治之间的政策缝隙进行弥合。Objective To analyze the current regulatory policies of traditional Chinese medicine(TCM)in our country,and to explore and bridge policy gaps.Methods Taking 10 TCM regulatory policies released from 2015 to 2020 as samples,this study took policy tools as the main analysis dimension,while interactive subjects and industrial chain as assistant analysis dimensions.This study adopted content analysis to cross-analyze the policy documents.Results At present,the supervision mode of TCM in our country is mainly based on"command-control"type.The supervision intensity is distributed in a"spindle"type in the industrial chain,and the"inverted pyramid"type of supervision structure is prominent.Conclusion In order to realize the healthy development of TCM industry,it is necessary to bridge the policy gap between mandatory elements and guiding elements,supervision willingness and supervision right,and government regulation and social co-governance.
