摘　　要：为把控浙江省域内合资铁路和城市轨道交通的统一运营管理,面向多制式轨道交通运营管理的组织架构亟需建立。本文从浙江省轨道交通发展战略出发,分阶段开展组织架构设计,稳步提升自主运营管理能力,有效集约资源,提高管理效率。第一阶段,战略目标为加强城际铁路、市域铁路运营管理职能,采用按线路设立运营公司的方案。第二阶段,考虑与自主运营地方铁路二十余年的铁路公司合并统一运营管理,同时进行资产剥离,充分吸收合资铁路运营管理经验。第三阶段,整合全省合资铁路和城市轨道交通资源,组建平台公司,采用专业集中管理、运营分段管理的方案,实现多制式轨道交通的统一管理。In order to unify the management of joint venture railway and urban rail transit in Zhejiang Province,it is urgent to establish an organizational structure for multi-system rail transit operations management.Starting from the development strategy of rail transit in Zhejiang Province,this paper carries out the organizational structure design in stages so as to steadily improve the independent operation and management ability,effectively intensify resources,and improve management efficiency.In the first stage,the strategic goal will be to strengthen the operation and management functions of intercity railway and urban railway,and the scheme of establishing operation companies according to lines will be adopted.In the second stage,it will be considered to unify the operation and management with the railway company which has operated local railways independently for more than 20 years and peel off the assets meanwhile,so that the experience of joint venture railway operation and management can be fully absorbed.In the third stage,the joint venture railway and urban rail transit resources of the whole province will be integrated,a platform company will be set up,and the scheme of professional centralized management and segmented operation management will be adopted to realize the unified management of multi-system rail transit.
