摘 要:我国与周边国家之间存在相当数量的跨境语言,它们与“非通用”外语多有交叉和融汇之处,但由于对其缺乏合理规划,跨境语言资源服务国家战略的作用尚未彰显。本文以语言生态观为指导,以中华民族语言命运共同体建设为着眼点,聚焦我国本土跨境语言的价值,从地位规划、本体规划、教育规划、服务规划等维度构拟跨境语言规划框架及内容。该规划在建设国家多语能力、构建我国国家认同、促进国家语言生态平衡、助力国家安全维护等方面具有现实意义。There are a good number of cross-border languages distributed around the border of China and its neighboring countries.They hold a lot of similarities with some non-universal languages,and will be able to play a series of unique social functions which fail to reveal in serving national strategy due to lack of scientific planning.This paper,proposing the ecology of language paradigm and focusing on the construction of a community of shared future for China’s languages,offers a language planning framework for China’s cross-border languages from the perspective of status planning,corpus planning,language-in-education planning and service planning.This newly proposed framework will hopefully play a vital and practical role in the fields of national multilingual capacity,ethnic and na-tional identity,national language ecology balance and national security,etc.
